And it isn’t pretty. A borrowing program to pay vendors will cost billions in financing fees. The partisan deadlock between the Governor and legislative leaders wasn’t resolved by the election, in fact it was deepened. The Governor demands “reform” before a budget, but the reforms he wants won’t fly with the Democrats. And to make matters even worse, the 2018 race for Governor seems to have already started.
